The city of Perpignan directly manages the scheme .
Which Communes are concerned?
In order to fight more effectively against substandard housing, PMM is introducing the "Permit to Rent". This is a prior authorization to rent, reinforcing the fight against substandard housing, by allowing municipalities who wish to do so to implement the "Permit to Rent" to better control the quality of private rental housing. In Perpignan Méditerranée Métropole, 18 municipalities have defined a perimeter in which this new system applies.
What are the relevant perimeters?

This obligation concerns private lessors who rent empty or furnished housing as their main residence.
