Perpignan Méditerranée Métropole

What is it?

The urban community is :

Since 1 January 2016, the inter-municipal grouping of Perpignan and the 35 neighbouring communes has been strengthened. Now an urban community (the only one in the greater Occitanie-Pyrénées-Méditerranée region), the new structure bears the name of Perpignan Méditerranée Métropole. Its competences are very extensive, while its operation is based on the reinforcement of local services, with a view to efficiency.

Pooling resources

The urban community is a pooling of human, financial and technical resources. Its personnel comes essentially from the services of the member municipalities. It has very extensive compulsory competences, and the municipalities can also decide to transfer additional competences. From then on, it is the urban community that provides and organises these services for the population of the territory.

Perpignan Méditerranée Métropole aims to combine two scales: proximity in action in order to intervene, in an appropriate and optimised way, as close as possible to the inhabitants, and a federation of projects to increase the influence, resources (particularly European) and visibility of the territory.

For which territorial project?

Perpignan Méditerranée Métropole has many means at its disposal to act on local development, and is working on the basis of a "Terra Nostra" territory project, drawn up jointly by all the mayors and elected representatives concerned. This project aims to build a balanced territory, through the economic development of the heart of the metropolis, the traditional tourist appeal of the coastline as well as the sustainable development of a hinterland marked by the quality of its living environment and its cultural, natural, agricultural and wine-growing heritage.

With what organisation?

Several communes have organised themselves into local territorial poles. There is a "Salanque" centre and a "Grand Ouest" centre. The other municipalities have signed management agreements in order to maintain for the moment the implementation of local missions, such as the maintenance of public spaces for example, at the municipal level, while preparing a mutualisation of services within new territorial poles under construction.
