The aim of this procedure is to select an operator for the rental of electrically-assisted bicycles (EABs) and/or electric scooters and/or electric scooters on a self-service basis, without a physical docking station, prior to signing temporary public domain occupation agreements - subject to a fee - directly with the municipalities concerned.
The AMI is made up of three lots according to the type of machine. PMMCU wishes to retain :
- Lot n°1: electric scooters ;
- Lot no. 2: electric-assist bicycles ;
- Lot n°3: electric scooters.
Only one operator may operate each activity. The same operator may apply to operate one, two or three different types of equipment, and must submit a separate application for each type of equipment - and therefore for each lot. The same operator may be awarded several lots. Bids will be considered separately. The bicycle offer must consist solely of electrically-assisted bicycles.
The application file in response to the call for expressions of interest will enable candidates to draw up their proposals. It comprises the present consultation rules and, in appendix, the parking and limited-speed zones proposed by the communes of Baixas, Le Barcarès, Cabestany, Pollestres, Ponteilla-Nyls, Saint-Féliu d'Avall, Torreilles and Toulouges. They may be supplemented and modified during the operational implementation phase.
PMMCU has decided to launch a competitive bidding process, the schedule for which is subject to change, as follows:

The choice of parking spaces will be validated by the Commune concerned. The operator is responsible for marking the parking spaces on the ground.
The provisional timetable (article 4.1) calls for the operator
to be appointed in week 30, plus the time required for the AOTs to be issued by the Communes.
Apart from the format and accuracy of the data, the nature of the data concerns, for example, the availability of equipment and the journeys made (origin/destination as well as tracks). Generally speaking, all "static, historical and dynamic travel data, including data relating to the location of available vehicles, cycles and personal transport equipment" will be of interest, in accordance with article L.1115-1 of the French Transport Code, for the purposes of studying usage. This information must be sent at least once every three months for municipalities with a year-round service, and once a month for those with a seasonal service.

generally corresponds to the manufacturer's specifications.
